Job Description

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure, and open environment.

Duties

This position is located within the USCP Office of Inspector General (OIG) and reports to the Deputy Inspector General. The incumbent will be responsible for all USCP OIG data analytic efforts supporting audits, inspections, evaluations, and investigations. Additionally, the incumbent will assist in developing and monitoring data metrics across the OIG.

The role involves conducting independent, complex assignments involving programs, systems, functions, policies, and issues. Data analytic efforts may involve financial, personnel, investigative, and timekeeping data, aiding in the OIG’s mission to detect fraud, waste, and abuse.

The Data Scientist will support the Deputy Inspector General and colleagues by researching, assessing, and applying emerging technologies and techniques to enhance analytic capabilities. Responsibilities include applying data mining, model development, statistical analysis, predictive analytics, text analytics, machine learning, AI, and other technologies to oversee USCP programs.

Major Responsibilities

  1. Collaborate with OIG elements to identify new opportunities in data analytics and provide actionable feedback.
  2. Develop scalable, reliable, and cost-effective machine learning pipelines within modern cloud architectures.
  3. Create plans to enhance analytics, data science, and programming skills across the OIG, including identifying training resources.
  4. Promote understanding and use of advanced analytics across the organization and produce scholarly products on analytic topics.
  5. Stay updated with latest trends through training, research, and industry engagement, and recommend improvements to programs and tools.
  6. Lead or collaborate on creating advanced analytic products, including complex analyses and AI algorithms; develop software implementations and statistical models.
  7. Review analytic results for accuracy and applicability, ensuring methodological rigor.

Requirements

You must be a U.S. citizen. Successful completion of a background investigation is required. A one-year probationary period must be completed.

Qualifications

Education: Bachelor's degree (or higher) in Mathematics, Statistics, Computer Science, Data Science, or a related field appropriate for the position.

Experience: At least one year of specialized experience at the CP-13/GS-15 level or equivalent, including:

  • Knowledge of data science principles and practices for analyzing systems and processes.
  • Mathematical and analytical skills to perform major phases of data analysis and prepare reports.
  • Skill in applying data science principles to routine and complex assignments.
  • Ability to interpret and apply data science rules and procedures, and to recommend solutions.
  • Analytical skills to identify significant factors, gather data, and recognize solutions.
