Job Description and Duties

This position can be located in Sacramento or Riverside County.

The Chief of the Mobile Source Control Division (MSCD) oversees activities related to the California Air Resources Board’s (CARB) development and implementation of programs to reduce emissions from medium- and heavy- duty vehicles and engines, along with off-road mobile sources, and to implement a broad array of air quality and climate incentives to reduce emissions. This includes directing a diverse staff of engineers, scientists, analysts, and support staff to develop regulations and other strategies to reduce emissions to achieve the goals in the Statewide Implementation Plan (SIP).

The Division Chief works closely with the Board’s Executive Office, the Office of the Board Chair, and other program divisions within CARB to establish and implement regulations for the control of emissions from medium- and heavy- duty on- and off- road engines and manage incentive programs to secure emissions reductions. The Chief also works cooperatively with the U.S. Environmental Protection Agency, the California Environmental Protection Agency (CalEPA), other State agencies, local air quality districts, and local city and county government agencies.

The Division Chief is a member of the Board’s Executive Staff and represents the Board in meetings with legislative staff, local community members, the affected regulated community, environmental and environmental justice groups, federal, State and local officials, and other government agencies.

The Division Chief reports directly to the Deputy Executive Officer, advises the Board, Chair, and Executive Office staff on issues relating to emissions from medium- and heavy- duty engines, zero-emissions technology for medium- and heavy- duty applications, regulatory development, and incentive program implementation.

Specifically, the Division Chief is responsible for:

  • Developing and maintaining a relationship with air districts, US EPA, other federal government agencies, manufacturers of mobile technology and emissions control technologies, environmental and environmental justice organizations, and;
  • Setting and maintaining policies for mobile sources and technologies;
  • Determining appropriate criteria for identifying sources of emissions and opportunities for programs to reduce these emissions;
  • Establishing appropriate program goals and metrics for assessing progress and the effectiveness of mobile source emissions reduction programs;
  • Developing appropriate technical and policy elements of regulatory and incentive programs to reduce the air pollution burden from mobile-sources, especially in disadvantaged communities; and
  • Determining appropriate allocation of resources and program focus to ensure sufficient programmatic, regulatory, and incentive efforts across a broad range of mobile emission sources;
  • Coordinating with other Division Chiefs to ensure the CARB board-wide missions and goals are consistently adhered to and achieved when considering diverse program areas.
